Teachers’ training camp held by AVP
ITANAGAR, Apr 27: Be a true teacher in words and actions, said Dr. Ninnu, DMO, Tezu at the valedictory function of Teachers Training camp of Arunachal Vikas Parishad.
While addressing the gathering of local public and 67 teachers at Amik Matai Vidya Mandir, Tezu on April 22,, she opined that the job teaching is more prestigious and important than many other professions as the teachers have a great responsibility of moulding a child’s future. She urged the teachers to put more efforts towards this noble cause and live up to society’s expectation.
This five days training started from April 17 was held or the teachers of the Balwadi, primary and middle schools of AVP.

PPA blames Cong for poll violence, demands probe
ITANAGAR, Apr 27: The violence erupted on the day of scrutiny of nomination papers for ensuing panchayat elections at Koloriang is a direct outcome of INC’s double standard and lack of clear cut working guidelines, claims People’s Party of Arunachal (PPA).
The INC is a high command centric party, where the views and opinions of party leaders from smaller states are not taken into consideration. This type of working system of the party has not only damaged the democratic values and transparency in all fronts but also encouraged corruption and violence in Arunachal Pradesh in particular and the country as a whole, PPA in a release alleged.
“The Congress party has issued more than one ticket in many single GPM, ASM and ZPM constituencies thus creating confusion among their own workers. This has exposed their regular internal factionalism,” the party claimed.
“This has been a long practice of the party and the common people should understand this immature culture of the Congress”.
It further alleged that Congress party is creating factionalism in our society for their personal gain and selfish interest.
The PPA demanded for constitution of an Independent Enquiry Committee headed by a retired judge to ascertain the persons responsible for incident, where a precise life has been lost. The responsibility of the violence should be fixed to those ticket issuing authorities of the Congress. The Congress Party and the Government should own responsibility for the death of young person and compensate to the bereaved family accordingly, PPA demanded.
DMEO urges officers to work for free and fair PR elections
ITANAGAR, Apr 27: Papum Pare Deputy Commissioner Pige Ligu has asked all the presiding and polling officers to work sincerely for smooth, free and fair conduct of panchayat and municipal election.
Addressing the officers in the first phase training for the Presiding and Polling
Officers at Siddhartha Hall here today, Ligu, who took the charge of DMEO during
the training period of Sanjay Goel, asked the officers to work without fear and discharge
their duties in a free and fair manner. He also informed that a resource person would
be deployed at the office and in case of any confusion pertaining to election matter,
he could be contacted. It is worth mentioning here that Sanjoy has left for Mussoorie
for mid-
Ligu appealed all to restrain from indulging in any kind of violence and those found involved would be dealt strictly as per law.
A C Baruah, MERO/ AMRO appealed to the presiding/ polling officers to work sincerely as the actual responsibility lies on them. He suggested them to be very cautious from the time of training to the end of polling duties are over as a small mistake can invite great problem.
Informing that as 90% of the area has been declared as hyper sensitive, he asked all to be alert, cautious and well prepared. He further said that the success of the election is expected with the cooperation of these officers as they are the one who will be practically conducting the election. He suggested them to be well acquainted with the guidelines of election process. Since the training has been organized to impart knowledge of election procedures and materials with the master trainers, who are the experts in operating EVM, he urged all to get the best out of the training.

Parties asked to abide by election code of conduct
ZIRO, Apr 27: A meeting of all the departments along with administration and leaders of various political parties was convened by new Deputy Commissioner Marnya Ete to ensure free and fair conduct of the ensuing Panchayat election in Lower Subansiri district in his conference hall here yesterday.
All administrative officers, returning officers, HoDs and political parties were asked to strictly follow the Model Code of Conduct as issued by the State Election Commission. The Model Code of Conduct was read out for all by the DC.
It was also stressed that all the Government servants, who will be appointed on duty should inevitably carry out their duty.
In the sidelines of the meeting, various developmental works and its status were also discussed, including revenue generation and employment generation.
The Deputy Commissioner also informed about various initiatives tobe taken by him such as checking of check gates, inspection of educational institutions, making administration more effective through various initiatives, computerization of arm licenses etc. Pasighat DIPRO adds: District Election Officer RK Mishra, DEO held a consultative meeting with all the political party leaders and administrative officers in his conference hall today.
Addressing the meeting, Mishra appealed for strict adherence to model code of conduct (MCC) and sought full cooperation from all quarters. He said that election is the biggest festival of our democracy and we must participate in it peacefully and enjoy and conduct it in a fair and fearless manner.
He read out the dos and don’ts and various provisions and restrictions under election model code of conduct and appropriate action will be taken against the violators.
SP Pushpendra Kumar informed about its preparedness to tackle any eventuality during election besides giving full protection to the citizens.
The meeting was also attended by the election observer Bandana Deori, Municipal Returning Officer Nilima Kumar, EAC Oli Perme, EAC Starlie Jamoh, Natek Nonang (CO) and Rani Mibang (CO).
Meanwhile, the first phase training for Presiding and Polling officers for the ensuing Panchayat election was conducted in the DC’s conference hall today. Altogether 68 Presiding and 161 Polling officers took part in the training program.
The training is being imparted by master trainers GP Pandey and KS Bist under active supervision of the District Panchayat Development Officer Nilima Kumar (ADC).

ITANAGAR, Apr 27: Arunachal Pradesh Civil Service Officers’ Association (APCSOA) has expressed shock over the sudden and untimely demise of Modang Tatum after a brief illness at Naharlagun yesterday.
Tatum was a sincere, dedicated and kind hearted person and served the State in different capacity during his service tenure of 19 years 8 months.
Modang, son of Late Tamo Hong of Hong village in Lower Subansiri district, was born in 1970 and joined the APCS (Senior Grade) in 1993 and posted at Seppa in East Kameng and Tezu in Lohit as EAC. He went on deputation to DRDA as Project Director and posted under Tezu DRDA in 2006. He was promoted last year to APCS (Admin Grade). He was presently posted as Additional DC, Boleng, under East Siang district.
He left behind his wife, a daughter and a son.
The Association prayed to almighty to grant eternal peace to the departed soul. APCSOA also conveyed its deep sense of condolence to the bereaved family members and prayed to almighty to give them strength and courage to bear the irreparable loss.
It’s a ‘revenue revolution’ for some departments

For many people the ensuing Panchayati Raj election across the state and Municipal election at Itanagar, may be a tedious and soporific period, as it incurs lots of money besides the usual electioneering which involves noise and nuisances.
However, it’s a heyday for the departments like Public Health Engineering (PHED) and the Power (E) in our state where most of the common public are accustomed to evade tax and revenue.
This election spawned “revenue revolution” for these departments, thanks to the Arunachal
Pradesh Panchayat Raj Act 1997 Section 57 under which criteria for disqualification
is being laid for candidates. It clearly says “If arrears of any kind are due by

DC for welfare and safety measure in Govt. offices
AALO, Apr 27: West Siang Deputy Commissioner M K Sahoo has asked all offices of the district to display Citizen’s Charter in English and Hindi languages in front of their respective office providing information to general public as well as to make the service delivery system more transparent and accountable, reports DIPRO.
Similarly a board displaying the details of the PIO with respect to Right to Information Act, 2005 should also be placed in a conspicuous place of the office premises, the DC said while requesting all HoDs to make a routine procedure of sending each and every information to DIO, NIC on every Friday for updating the official website of the district for information of general public. Circulars in this regard have already been issued to all Government offices.
All government offices must be provided with fire extinguishers as a precautionary measure and sensitize the office staff about its use. First Aid Box should also be installed in govt. offices in consultation with District Medical Officer. The DC has also asked all offices to maintain cleanliness and asked to dispose off unserviceable items that are found scattered in the office premises. Special attention must be given to toilet blocks, gallery, visitors’ rooms and other space in their respective offices, the DC said. India does not want to accentuate situation: PM on Chinese incursion
NEW DELHI, Apr 27: Prime Minister Manmohan Singh on Saturday said India does not want to "accentuate" the situation in the wake of the recent Chinese incursion in Ladakh and is working on a plan to resolve it.
"We do have a plan. We do not want to accentuate the situation. We do believe that it is possible to resolve this problem. It is a localised problem. I think the talks are going on," he said when asked if the government had any plans to resolve the issue.
The Prime Minister was speaking to reporters on the sidelines of the defence investiture ceremony at Rashtrapati Bhavan here.
